| Rezumat | ||||||
This paper focused on the analysis of the European legislative procedure. It was especially emphasised the implementation and the specific action of different legal dispositions mostly adopted by the European Court of Justice. First, we discuss the main features of the European regulations and norms: the primordial character and their direct applicability as described in Art. 249 of the European Union Treaty. Then, the necessary distinction between the direct vertical and horizontal action of European regulations was made. The regulations have a direct, unlimited and complete effect in all countries of the European Union. |
