The article examines the potential role of international actors in solving
Transnistrian conflict, as well as the conflict itself, which represents the main
unresolved problem of the Republic of Moldova, and undoubtedly one of the
constituent parts of destabilization and insecurity in the South-Eastern Europe.
Authors bring some possible considerations with regard to achievements of
international community in settlement process and problems met by both the
Republic of Moldova and “important actors” in this region: Russia, Ukraine,
OSCE, EU and USA. Looking briefly on the roots of this problem, one can find
some traces of “big players” in the region. During all this years Russia became
a dominant instigator and mediator and peacemaker in Moldova, unfortunately
in vast majority western powers involvement in the process was sporadic and
unnoticeable.
It is mentioned that, thanks to the Ukrainian neighbor the situation has
changed once the new customs regulations were introduced. Ukraine and Moldova
are now sharing the common border with the EU and such measures ensure
security in the region. Mainly the role of OSCE in some private negotiations
is determined as a Russian tool on troop’s withdrawal. But even OSCE often
was cut off the process by the Transnistria, by blocking their access to the Security zone.
The paper also underline, that, the immense actors - EU and USA - could
be characterized together, as immediate observers of the negotiations. During
this time, Moldova directed all efforts to the adjustment of policies and promoting
the decisions in order to reach the European Integration.
At the same time, this article explores mediation theory and conflict resolution.
Since the 1960s, there has been a great deal of political science and psychological
research on international negotiation and mediation. Much of this
research has focused on the strategies and roles of mediators while paying little
attention to the issue of time.
While there are various third and forth party mediations to the Transnistrian
conflict, many of them are not regarded by one side or the other as objective,
neutral mediators. Also authors are arguing about the format of peacekeeping
operation in the eastern regions of the Republic of Moldova and proposing some
home-grown constructive measures, as well as way ahead ideas, like internationalization
and Europeanization of the problem in the context of definitive
settlement of the Transnistrean conflict.
