There are concepts that are deprived of both „plus” and „minus” signs. Privatization, nationalization, democratization, de-monopolization, liberalization, and similar things could be simultaneously good or bad, or on the contrary, without any sense. Otherwise they could be useful or harmful, popular or couldn’t be such. All depends on how people understand these things, why do they do this or that, what goals they pursue, what is their plan.
European integration is one of those concepts. Namely it was declared Moldova’s national idea and Moldovan authorities' strategic goal. „For the European integration”- this is a name of the ruling coalition. „European integration” is all around. What does this concept mean in reality? What is it's ultimate goal? What is it's plan? It is not clear. Let us try to understand.
Under the „European integration” is commonly understood the process of integration of European states within the two structures – both the Council of Europe and the European Union.
The Council of Europe brings together 47 countries of the continent. In 1995 the Republic of Moldova became the member of that organization. The Council of Europe does not make decisions that are binding on member states. This is such an institution, where a lot of talk is present. Furthermore, the recommendations that are taken in fact minuteness resolve. The main benefit of the Council of Europe consists in the foundation of the European Court of Human Rights, whither the citizens of European states address to find justice. This occurs when they can not find it in the national courts.
Unlike the Council of Europe, the European Union is a „real”, serious European integration. EU is a truly great project that has put the end to millennia of wars on the continent and allowed the Europeans to reach unprecedented levels of economic and social development.
European Union is a complex structure, the control center of which is increasingly moving to the Brussels bureaucracy. Three hundred million European voters feel that they less affect not only the policy of the EU, but also the national governments. |
