As a whole ability of a civil society to influence the media policy is determined by internal factors, including: a political context, the competence of civil society, as well as its relationship with the structures of government, and external factors, i.e., economic investments of donors or financing which changes depending on the stages of development of a state policy. Relative importance of these factors, despite their parallel presence, doesn't differ the expressed equivalence
It is self-evident that the status of this or that non-governmental organization within the political system as well as communication of these public structures with other political players cause and define their solvency to influence the media policy. Differently, civil obligations of non-governmental structures and a measure of their influence in many respects depend on the nature of the political context and orientation of the media policy of power structures. Thus, after the declaration of independence of the Republic of Moldova political context had a leading role, which was determined by the inconsistency of actions of governing bodies, lack of continuity of policies of various governing parties and the delay in raising awareness and potential ability of citizens to participate in decision making process in a democratic state. The change of the political context after the parliamentary elections of 5 April, 2009 contributed to the increase of the role and capacity of civil society to influence national media policy. Thus, favourable conditions were created that led to the growth of the contribution of civil society expressed by the assertion skills, enhancing relations with the governing bodies, external funding and due to increased lobbying by civil society representatives who become members in the Parliament of the Republic of Moldova. Public discussions on the role and capacity of civil society to influence did not contribute to strengthening its affirmation as an institution of democratic governance, as long as the governing bodies have ignored the presence of the associative sector, accusing him intermittently to be representatives of foreign forces. This approach didn't allow to estimate properly ability of a civil society to influence the media policy. In this paper we propose to consider how the civil society of Moldova has influenced and influences media policy and its contribution to the agenda setting, implementation, monitoring and evaluation of these policies. Obviously, during the evolution of the Republic of Moldova, the capacity of civil society to influence on media policy had manifested in different ways. The demarcation of stages was made taking into account all internal and external factors that contribute to the increase or decrease of the capacity of civil society to influence media policy. Finally, this research allows to draw a conclusion that the adjusted communication between the non-governmental organizations and the authorities, based on mutual respect, is the fatal factor for the viable and long-term media policy. Moreover, a paper brings for discussion a belief that it is necessary to NGOs to strengthen their role and civic commitment to enhance their credibility as the “voice of the people” and in turn to strengthen their ability to influence media policy, as long as the role of civil society cannot be underestimated, as it indicates the degree of independence of democratic institutions in a state that has determined an integration within the European Community as a development vector. |
