During the last decade the society supported the transition from the „industrial society” to the „informational society”, which led to the necessity of cardinal changes of the production methods, human concept, inter state relationship and first of all the adoption of new regulation in the regulation of relation in the information society. With the development of the informational processes and occurrence, in this regard, of relations of the informational society, of a special certainty and importance is the problem of adequate regulation of it. The importance of the problem of legislation development in information sphere is determined through those circumstances, that those norms of laws greatly influence the quality of regulation of subjects’ attitudes from all domains of a life of a country. Information is the major direction of modern development of the state and society; it gets into all spheres of activities of the person. Revolutionary influence of information reaches economic and social domains, science and education, culture and behavior, the domain of law, the state and all bodies of the civil society. Its importance is decisive for the establishment and development of new social economic relationships, assuring the safety of a country and its national interests. Thus, the regulation of informational relationship has a major importance for the formation of the civil society and the creation of a state of law. |
