After the union of Bessarabia with Romania, was constantly questioned administrative unification. Consequently, during the years 19181925 were developed 10 projects for administrative unification. Balti is one of the nine regions of Bessarabia, which was held March 3, 1918 first union. Administrative integration of the region during 1918-1925 went in several stages. First, the head of each region was named a perfect, assisted by a Director of the perfecture of the old kingdom. Zemstvo institution was abolished, being created an interim committee, operating until January 1, 1926. All these actions have resulted in building an administrative system based on principles of separation of the Romanian administration in the regions of Bassarabia. With the building of administrative and judicial systems throughout the region, Bessarabia became part of the Romanian administrative structure
