Rezumat

Executive power is a part of the state power structure, is separated from other branches of power and is exercised by the Head of State and Government. The institution of the Head of the state in the structure of educational power has priority and is situated at a higher level than the Government. Organizing of institution takes place according to rules established by the Constitution and other acts of the law of the country. Head of State, appointed chief of executive power, bearing the name of chairman, is presented with different features, depending on the form of government. Head of the state is a representative authority being one of public authorities through which people exercise their national sovereignty.
