Based on the fact that the man is single and indivisible entity of any society, which acts at the level of social ties as a person, that person is the starting point of different social systems, which has a fundamental social value and significance. Usually, the functional-historical development of the individual and society is held together, and the person becomes a person only in a society, thanks to the inclusion in public relations. But society is developing thanks to the people in the form of their joint activities. The higher the level of public relations, the higher the development of personality. At the same person occurs only when one has the opportunity to choose their behavior, that is, in a certain scale of freedom. In this sense, the freedom of the individual determines its safety. Personality acts support a wide range of public relations as many plays of social roles to meet diverse needs.
