Rezumat

The conceptual aspects and models of cultural policies are analysed in the present article. Highlighting various approaches to the concept of cultural policy, the authors conclude that the concept is driven mainly by a series of complex features in permanent development. Thus, according to the authors, the cultural policy, on the one hand, belongs to the public policy domain and, on the other hand, represents a set of actions and decisions of public authorities at different levels, as a response to society and communities cultural problems and needs. The cultural policy actions shall be based on theoretical elaborations that would combine general development trends and ideology of the concrete society, as well as the achievements of sociological and psychological sciences. The authors try to position the cultural policy in Moldova based on comparative analysis of models of cultural policy specific for other countries and societies. Thus, they consider that, according to bipolar classification, the cultural policy in Moldova, although has some characteristics specific to the mixed model, continues to be close to the centralized model, in accordance with which the state remains the main funder of cultural activities, the non-commercial sec-tor is underdeveloped, the active market of cultural products is lacking, the society and the private sector are weekly involved in supporting the cultural activities. However, the authors find that in order to develop an effective cultural policy in Moldova, it is important to consider both experiences of other countries in the implementation of different models of cultural policy and local political, economic and cultural aspects of our country.
