International efforts in identifying the meaning of an internally displaced person and creating a distinct category of people are still actual. However, the problem of defining internally displaced person is so important because it would allow states to gather statistical data and to evaluate the specific needs of these people, same as to serve operational purposes in the field. The protection and assistance of internally displaced persons is an obligation of each national government, once these persons did not cross an internationally recognized border and is a part of the internal affairs of the state. However, if the state is unable or unwilling to fulfill its responsibility towards its citizens, the international aid can be requested or offered.
