This article deals with the determination and basic features of civil rights. Legal literature, positions of the problems of civil rights are analyzed, international experience in this field is analyzed and studied in this article. The article also touches upon the history of civil rights, as well as the works of popular scholars on the natural character of civil rights and the importance of human civil rights are investigated. Also the question of the provision of such human rights by the government as right for life, right for name, honour and dignity,for freedom and personal immunity,for freedom of conscience, right to determine and show the religious and national identity is considered in the article.
