Rezumat

Purpose: Streamlining the decision-making process and increasing the quality of final decisions using the national data exchange infrastructure to ensure automated and real-time access to authentic and truthful data. Design/methodology/approach: The paper presents a brief description of existing information solutions for modernizing the services and the related decision-making acts. A comparative and multicriterial analysis are performed to highlight the differences between the quality of decision-making process in the context of public administration and service delivery in the traditional way and one organized based on the national interoperability framework. The analysis reflects the advantages and opportunities offered by the data exchange infrastructure for streamlining the decision-making act from the perspective of celerity, necessary effort, and administrative burden. At the same time, is emphasized the impact on the quality of the decisions taken based on data accessed in real-time from authentic and truthful administrative data sources. Findings: The existing data exchange framework is sustainable, resilient, and secure and allows automated and real-time access to data from truthful and authentic sources, ensuring advanced security, correct authorization, and access control. The use and integration in the decision-making process of data access functionalities for replacing acts, documents with data, allows the rationalization of the decision-making process, increases decision quality and enhances confidence in the correctness and impartiality of decisions made, based on honest, truthful and authentic data. Research limitations /implications: The paper addresses and opens up the possibilities for the national data exchange framework to become a catalyst for modernization of the decision-making processes, which will allow capturing the economic, social and administrative value of both public and private data and respectively accelerating their synergy in the interest of the beneficiary of the decision-making act. Practical application: The case study reflects on one hand, the applicability of the data exchange infrastructure and can serve as a source for inspiration, innovation, and change for representatives of various entities: public, private, academic, or associative, and on the other hand, as a way of improving and strengthening the decision-making process once built and configured on data. Purpose: Streamlining the decision-making process and increasing the quality of final decisions using the national data exchange infrastructure to ensure automated and real-time access to authentic and truthful data.
