Moderate tendency is the penal policy of the nations of the XXI-st century, representing the policy of decency. It is axed on the idea that both a very harsh repression, or completely giving up al these will lead to a continuous growth of the phenomenon 3c (crime, criminal, criminality). Some ideas and proposals of the moderate are found in preventive and curative models of anti-infraction social reaction, its independent appearance should be considered the year of 1985, when this tendency dominated at the VII-th Congress in Milano „Prevention of Delinquency for Liberty, Justice, Peace and Development”. |
