The creation of the Council of Europe constitutes the materialization of a feverish seeking after the Second World War, which had the aim to lay directory lines to install and maintain durable peace. According to its statute, the Council of Europe takes actions in otder to realize the European unity by defending and consolidating the pluralist democracies and the human rights, by determining some common solutions of issues the contemporary society is confronted by, and by emphasizing the conscience and values of the European cultural identity. The Council of Europe remains an international organization of classical type. It can be really considered a kind of „UNO for Europe", taking into consideration the fact that, except the defense problem, any social-political and economic aspect can be approached.
