ration agreement with the members of the criminal groups and organizations, in order to liquidate these
criminal formations, prevention of new crimes, save human lives, to defend public order, the general
interests of the society and state.
For such an activity, new laws should be adopted to permit the public prosecutor to legally take dis-
cretionary decisions.
