Рассмотрены актуальные вопросы, связанные с состоянием научных исследований государственной регуляции сферы здравоохранения. Определены проблемы процесса обоснования решений относительно ее развития. С целью теоретического обоснования направлений развития негосударственного сектора здравоохранения в современных условиях трансформации медицинской сферы в статье проведен факторный анализ. Доказана целесообразность определения специфики и состояния негосударственной медицины через оценку факторов развития негосударственного сектора здравоохранения. Обоснованы перечень и состав этих факторов (потенциал медицинской отрасли и доступность ее услуг; эффективность государственной политики социально-экономического развития; интенсивность миграционных и криминогенных процессов). На основе исследования их динамики сформулирован перечень мероприятий в контексте стратегии развития негосударственной медицины.

Pressing issues related to the situation of scientific research of health care state regulation are considered. The problems of the substantiation process of decisions on its development are identified. For the purpose of theoretical substantiation of directions of the non-state sector of public health care development in modern conditions of medical sphere transformation, a factor analysis is conducted in the article. The expediency of determining the specificity and situation in non-state medicine through evaluation of the factors of non-state public health sector development has been proved. The list and composition of these factors (the medical industry potential and the availability of its services; the effectiveness of the socio-economic development state policy; the intensity of migration and criminogenic processes) are substantiated. Based on the study of their dynamics, a list of measures in the context of the strategy development of non-state medicine is formulated.
