Rezumat

In order to participate in the anti-soviet war for the liberation of Bessarabia and North Bukowina, Romania had to reorganize the armed forces, the battle training and the revision of force missions for public order. The campaign of Bessarabia and North Bukowina liberation that were under the Soviet occupation, broke out on June 22, 1941. During that period, Romania mobilized and called up the IIIrd and the IVth armies (helped by the XIth German Army), as well as an important device of police forces on Prut river. On June 22, 1941, 23 Legions of Gendarmes, a mobile legion, 195 sections of gendarmes and 1.044 posts of gendarmes (10.000 gendarmes in all) were in the army zone of operation. Besides great units of Romanian Army, the General Inspectorate of Gendarmerie, led by Constantin Z. (Piky) Vasiliu, organized Pretoral Services, that were helped in their security and order actions by the Police Companies, Battalions of Gendarmes and Special Police teams of Campaign. At the end of July, 1941, as a result to the military activities, the Romanian sovereignty was reestablished in the territory between Prut and Nistru. The police authority was represented in Beesarabia by the 5th Police Regional Inspectorate from Kishinev, led by the general Alfred Pacsimade, and in Bukowina it was represented by the 6th Police Regional Inspectorate form Tchernowiz, led by the inspector Mihail Paun. The gendarmerie form Bessarabia was represented by Gendarmes Inspectorate form Kishinev and that form Bukowina, by Gendarmes Inspectorate form Tchernowiz.
