The author undertake an analysis of the elitist power, power coalition, aporetical difficulties, modernization policy issues needed in the disclosure of problems faced by Moldova in the process of reforming the democratic society. Special attention is drawn to the fact that political power hold by ruling elite can be functional and efficient if the power elite is based on certain principles and values of democratic governance. It demonstrates that political modernization of a society can be achieved only through undertaken profound democratic reforms in all areas of human activity. It concludes that the modernization model based on a consolidated democracy would create new prerequisites and conditions for the development of the individual and of society as a whole. The entire analysis has taken into account systematically and constantly evolving national context in which national political elites evolves, being strongly influenced by the processes of Europeanization and European integration associated with social, political and economic modernization of the country.
