The article presents a theoretical comparison of the development and application of legislation on the direct democracy around the world and the state practice on it, the study of organizational and legal support of the procedure of holding the referendum and the study of historical stages of development of this institution. An analysis of the legal literature and the literature on the history of the state law is carried out. It is proved, that Ukrainian legislation, which regulates the conduct of referendum, does not create any conditions for solving the local problems of citizens, and therefore studying the experience of foreign countries on this question is necessary. The most important periods of the development of the institute of referendum in the world are considered, it is proposed to allocate five stages of its development.

В статье проводится теоретическое сравнение развития и применения референдного законодательства в государственной практике разных стран мира, анализ организационно-правового обеспечения процедуры проведения референдума, исследование исторических этапов развития этого института. По данному вопросу осуществляется анализ юридической литературы, а также литературы по истории государства и права. Обосновано, что законодательство Украины, регулирующее проведение всеукраинского референдума, не создает условий для решения гражданами проблем местного значения, в связи с чем изучение опыта зарубежных стран по этому вопросу является необходимым. Рассмотрены наиболее значимые периоды становления института референдума в мире, предложено выделить пять этапов его развития.
