In the article the various spectrum of problems connected with the actual topics of both the messianic role of the United States in the modern world and the uniqueness of their constitutional experience popularized by American scholars, political theorists and philosophers is analyzed. The author gives proof of the thesis according to which the segmentation of American society, on the one hand, and the growth of bureaucracy on the governmental level, on the other hand, cannot but influence over the change of vector of development of the USA in the direction of their drawing close to the other developed countries, first of all, the Western European ones (according to prediction of this process by Max Weber in the beginning of XX century). By investigating the problem of influence of the British political tradition in general and the English common law tradition, in particular, on the American political discourse the author notes especially that on general sociological level the leading role of British experience in the formation of the American political institutes as like as political ideology was grounded by Sh. Eisenstadt to the end of 1970th. The author defends the assumption that in spite of the comprehensive substantiation in the works of J. Pocock, Q. Skinner and the other representatives of the Cambridge school of political language of idea of succession of the American political culture with the earlier traditions of the English political thought, nevertheless in the USA there are many influential theoreticians and intellectuals defending the thesis of the deep-rooted radical differences of the American liberal interpretation of the problems of state and law from the British approach.

În articol sunt abordate mai multe chestiuni, corelate cu temele constant actualizate de politicienii americani, de savanţii şi filosofii ce analizează rolul SUA de misionar al lumii contemporane, rolul istoric unical de misionar al naţiunii americane şi experienţa irepetabilă a acesteia în consolidarea instituţiilor constituţionale. Autorii fundamentează teza, în conformitate cu care segmentarea sociumului american, pe de o parte, şi creşterea birocraţiei la nivel guvernamental, pe de altă parte, nu pot să nu influenţeze vectorul dezvoltării SUA în direcţia apropierii acestui stat de alte popoare dezvoltate, îndeosebi de cele europene. Despre aceasta, încă la începutul secolului XX a scris Max Weber. Analizând problema influenţei tradiţiei politice britanice şi tradiţiei engleze a dreptului general (common law), asupra discursului politic american, se menţionează, în mod particular, la nivel sociologic general. Rolul definitoriu al experienţei engleze în consolidarea instituţiilor americane şi a ideologiei a fost fundamentat de Ş.Eizenşdtadt la finele anilor 70. Autorii susţin teza, în conformitate cu care, indiferent de argumentarea realizată de D. Pokok, K. Skinner şi de alţi profesori ai şcolii din Kembridje, limbajul politic al ideii despre identitatea culturii politice americane cu tradiţiile gândirii politice engleze timpurii. În SUA, până în present, sunt teoreticieni şi intelectuali influenţi care susţin teza despre deosebirile istorice esenţiale în interpretarea liberală americană şi cea britanică a problemelor funcţionării statului şi dreptului.
