After the period of global confrontation we are confronted with the inefficiency of the instruments available to neutralize the threats to national security. The urgent need to review and amend the mechanisms state security are explained by the accelerated development of science and technology, on the one hand, and the significant increase of contradictions caused by the differences of economic development, on the other hand, determine the character of non-military threats to national security of the European countries. Delimitation of the powers at various levels must exclude any extremities: both the excessive individual concentration of powers and a collective irresponsibility in the process of adoption of decisions in exceptional circumstances.
