On 5 January 1859 A.I. Cuza was elected the prince in Moldova and on 24.01.1859 in the Romanian Country this way being accomplished a personal union of the Principalities, as in 1868 there was done a real union of the principalities. By
1860 the political union of the principalities of conditioned the fact that any pike between the two countries disappeared,
which formed a united economic progress. Also in 1860 the National Assembly passed a customs law, which in the art. A prohibited to the government to give the customs in lease. And art. 2 established a single administration for both the united principalities, leading to a better organization and functioning of customs. But in this period it was exercised also a strict and careful control for the application of
laws and regulations by a corps of inspectors, which had the mission to detect fraud, which was often practiced in customs.
Referring to the link between economic development and customs legislation, then the customs regulations referring to
protectionist tendency of liberalism and encourage industry first and second import of machinery needed for agriculture,
which was exempt from customs taxes. Thus, based on the tariff system, the rule was intended for training and development
of agriculture industry. |
