For the development of ethnic identity of individuals who belong to another ethnic group than the majority, the state guarantees the rights of persons belonging to national minorities through different forms of autonomy. The aim of autonomy is to protect an ethnic group against the decisions of mаjоrity, unacceptable both from the point of view of all human rights as well as of democratic policy, to ensure basic freedoms and human rights for minorities, without а endanger the territorial integrity of the Contracting States.
