Political parties represent a key-component of modern democratic states. They play an important role in mediating between civil society and public in-stitutions in all the democratic regimes. Political parties are expressing the will and interests of the people to the Government, agents of political moderniza-tion. They shape the political culture of society, are both a consequence and co-ndition of democratic development of the country. An active civil society is often regarded as the key to the success of the advanced democracies, but also, in developed countries, focuses on the state's supporting role in the establishment and functioning of civil society organiza-tions.
