The European Charter: the autonomous exercise of the local authority, the constitutions of most of the countries with modern systems of local public administration insert an important condition of functioning of local autonomies – the process of administration of decentralized territorial collectives only by means of some representative bodies, elected by universal suffrage of the respective collectivity. According to constitutional provisions and internal laws, local councils, mayors of communes and towns are directly elected by members of the respective collectives as authorities of the local public administration, thus, representing the expression of practical realization of principles of local autonomies, materialized by the duties and public authority they have.
