In the present article the author deals with the quality of training of specialists in the higher educational institutions of the Republic. The author thinks that a graduate with the degree of „licensed in law” having an average mark of no less than 8 points should have the priority right to be engaged in the labour field. The specialist should not only profoundly know the material in the field of law, he should also know how to apply the acquired knowledge in practice. In most cases, the student is considered to be responsible for the quality of instruction, but the university teaching staff should also account for. The stress should also be laid on the efficiency of juridical education within pre-university institutions – a real nursery for any category of specialists, including lawyers, on close cooperation between these institutions and the higher educational ones, in the result of which the entire juridical educational process will gain. To be Licensed of Law means to profoundly know the material in the field of law and the correct application of law in practice, orchestrating the discretionary law in order to adopt a just fair decision.
