This approach on the synchronization of media policy in the process of European integration of the Republic of Moldova takes into account the proposed EU standards, as they have been formulated as principles and objectives in the Single European Act and the Treaty on European Union, including the Treaty of Amsterdam, then the sequence of documents developed by the European Commission.
These are documents that stipulated the developments of the EU media policy around concepts such as: media pluralism, public service broadcasting, media content, audiovisual communication, European works, freedom of expression, media concentration, protecting minors, video on demand, etc. Around these concepts was formulated media policy strategy in accordance with European standards and for escaping regional character.
Rules, laws and democratic principles are tools by which the European Union exerts its influence. Without military actions, Europe focuses on substantial changes of neighboured countries in an attempt to approach them by political rules and institutional practices that define a democracy. It is undisputed that the European Union used accession conditions to transfer media policy to future Member States.
It is necessary to note the manner of the European Union to use principle of subsidiary in international relations. The fact that there is no single centre of power, decisions are taken at first level of competence - Member States, increases the possibility of cooperation that Europe has externally. A unique thing about this is that nobody wants to counterbalance the European Union; everyone wants to join it, including the Republic of Moldova. By assertion of European integration as a strategic objective of developing the Moldovan authorities are involved in the transposition of European patterns in decision making, in writing out the legislative and institutional models and policy transfer.
It became indisputable that media has become the most dynamic component of our civilization. This dynamism, the search for new forms and ways of expression, in the same time is the result “information society” engine. Any analytical approach of media policy and strategies of a European country must start from the recognition and evaluation of changes in political, social and economic field that were brought by the end of millennium; globalization and European integration. The complexity of factors that compete in setting up media climate favourable to media development requires a new conception of the model how media policies are formulated and a new approach to the policy process, strategies and programs achievement.
Although, there are still no comments on prioritization of one of the European media policy dimensions, be it economical or socio-cultural, it monitors the state actions taking into account both approaches. In this case, the state should ensure the content and competitive pluralism in order to achieve progress in harmonizing national media policy with Community one. Though the EU does not formally specify the existence of a mandatory single model of national media policy, the monitoring and evaluation of the state are made on the same criteria.
The purpose of this article is the investigation of the media policy transfer in the media field from the Republic of Moldova and the evaluation of the level of objectives’ achievements stipulated in the Activity program of the Government of the Republic of Moldova. |
