The General Assembly resolution 60/251 established the Human Rights Council. It promotes universal respect for the protection of all human rights and fundamental freedoms. The Council, based in Geneva, replaced the Commission on Human Rights, and constitutes a subsidiary organ of the General Assembly. The establishment of the Council was seen as an historical moment and opportunity for a new start. It consists of forty-seven Member States, which are elected directly and individually by secret ballot by the majority of the members of the General Assembly. The membership is based on equitable geographical distribution. The members elected to the Council uphold the highest standards in the promotion and protection of human rights and fully cooperate with the Council. |
