The information-technological modernization for the Arabic countries has started considerably later than in the developed countries. All qualitative changes in other important spheres, as well as their connection to this global process, represent the adaptation to new tendencies of the times. Due to the process of information, essential transformations have taken place in political, social and spiritual spheres, as the depth and influence on the public spheres, such modernization, is a multilateral phenomenon which becomes the objective factor of transformation of the Arabian society. It is worth mentioning, that the process of information has involved a number of Arabian countries, which are engaged in the realization of the offered initiatives, forming new state and public structures within the limits of which the out-of-date attitudes, customs, traditions and norms are gradually disappearing. For the governments of the East Arabian states is a problem of today and not one of a future perspective.

Страны Арабского Востока вступили на путь информационно-технологической модернизации значительно позже развитых стран. Все качественные перемены в других немаловажных сферах, а так же их подключение к этому глобальному процессу, не что иное как, приспособление к новым веяниям времени. Благодаря процессу информатизации, существенным преобразованиям подверглись политическая, социальная и духовная области, так как по глубине и охвату общественных сфер, такого рода модернизация, является многосторонним феноменом, который становится объективным фактором преобразования арабского общества. Заметим, что процесс информатизации вовлек ряд арабских стран, которые занимаются осуществлением предложенных инициатив, формируя новые государственные и общественные структуры, в рамках которых постепенно растворяются устаревшие отношения, обычаи, традиции и нормы. Для правительств государств Арабского Востока это является проблемой сегодняшнего дня, а не отдаленной перспективой.
