The functional measures of world system are: diplomacy, economical interactions between international factors, moral treasures, different transnational organisations and scientists’ associations, businessmen, different directed specialists etc. Even at the end of 70 began formatting the notion of „new world system”. In the same time took place the energetic and financial crisis, immediately worsened the ecological problems, the demographic explosion brought to the deficit in alimentation in the countries of third world. These and other factors suddenly reduced the stability of world system. Right in this time The Club of Rome and other nongovernmental organisations came to conclusion of transformation necessity of existed world system into a new fairly one for all the states and citizens of the world. But, according to the author’s opinion the beginning of new world system creation, is used to tie with the fall of Soviet Union, hat brought to a new geopolitical reality and to a new geopolitical repartition of powers. In the article are analysed general notions and scientific conceptions of instituting a new world system, is given the factors’ analyses, which influence its formation. Are examined possible alternative institutions of the world system, Is motivated the scientific point of view about the formation of world system.
