Rezumat

In the absence of diplomatic relations between Soviet Russia and Romania, at the preliminary conference in Warsaw from September to October 1921, each side had its own interests that it had to defend and promote. According to the instructions received from the Minister of Foreign Affairs of Romania, Take Ionescu, the Romanian delegation was not to accept any discussion on the Bessarabia issue and to demand the full restitution of the treasury and all assets seized by the Bolshevik Government. The Soviet delegation, on the other hand, was prone to an agreement on the Bessarabian issue, while raising the issue of the price for such a concession. Take Ionescu, however, relied exclusively on the Treaty of Bessarabia in Paris and underestimated the importance of the recognition of the union of Bessarabia with Romania by the Soviets. In the context of the opposite approaches of Romania and the Soviets, after several rounds of negotiations, the delegations left home without reaching any agreement. In half a year, Russia was invited to the Genoa conference and gradually returned to the international arena, becoming increasingly rigid in relation to Romania, and its opening for an agreement with the Romanian Government, as seen at the conference in Warsaw would not be repeated.
