Using his own methodology of relative coefficient cross subsidy calculation, the author has evaluated cross subsidies [I don’t know the meaning of a “cross subsidy,” but perhaps the term is common there.] for different population groups covered by mandatory health insurance in the Republic of Moldova. The greatest consumers of health care services are self-insured persons, people with disabilities, private notaries, preschool children, and lawyers. These population groups consume between 1.3–2.4 more health care services than the average member of the insured population. The author also suggests methods of optimizing the procedures to enroll non-insured persons in the mandatory health insurance program and adjusting the present cross-subsidy system.
