Rezumat

The public finance is an economic and history category, whose content evolves during general changes of reproduction. In pre modern periods (slave system and feudalism), elements of public finance depended on ware-money relationship. The natural character of economy determines the low development of finances, but some advancement had taxes, loans. In state’s activity public finances had more particular, private character, not public, and was much unregulated. In the period of advanced feudalism, ware-money relationship advanced more intensivbely, especially in towns, that became manufacture and profession centers. The economic role of state had been enforced and raised up the financial part of taxes, loans, public credit. At this step public finance had an important role in the creation of conditions for the path to modern period.
