In the judicial special literature of Romania the results of the research concerning the Ombudsman
institutions type are exposed and from its appearance and extent point of view an analysis of the concept
and of the judicial nature of the organizational structure of the functioning mechanism have been made
through the interpretation of the legislative papers which rule this institution. A deep analysis of the role
and importance of the Ombudsman institutions type has been made from the international, European,
national and regional level and of the means of growing the efficiency of the activity undergone by the
Ombudsman and of the efficiency of this institution in solving the conflicts issued in the relations of the
citizens with the administration clerks.
